Given the obvious importance of the Internet in any field and considering the consequences that can arise when overlooked, from the Private Foundation for the Open, Free and Neutral Network, guifi·net we want to help by making an agnostic proposal of what we believe should be a minimum position of any political party in its electoral program.
This is a minimum proposal designed so that it can be adopted by all political parties regardless of their orientation. The Foundation is available to anyone who wants any clarification.

Electoral Program - Internet
As stated in report A/HRC/17/27 of May 16, 2011 from the UN Human Rights Council, the Internet has become a fundamental means for individuals to exercise their right to freedom of opinion and expression, guaranteed by Article 19 of the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights. That is why the rapporteur of this report emphasizes that restrictions on the flow of information over the Internet must be kept to a minimum, with only a few exceptional and limited circumstances prescribed by international human rights law, and the importance of facilitating access to the Internet and infrastructure.
To effectively fulfill this human right, ensuring that everyone has the best access to the Internet, minimizing discrimination or digital divide for economic or territorial reasons, and preserving freedoms, we commit that any of our political actions will be based on neutrality principles, and more specifically:
Neutrality in infrastructure. To favor shared telecommunications infrastructures effectively among operators and without discriminations regarding private or speculative exploitation forms. Since there will never be multiple infrastructures everywhere and it does not make sense for this to be the case, only by sharing infrastructures can it be made possible for all citizens to access a varied and competitive offer throughout the territory.
Neutrality in content. To ensure freedom of expression and opinion on the Internet at all times, so that any intervention on content or interruption of communications is always well justified and restricted to the prosecution of common crimes or criminal activities.
